Mr Moto competes with a gang of ruthless treasure-hunters for possession of seven scrolls which, when brought together, form a map which reveals the location of the tomb of Genghis Khan, reputed to contain fabulous treasure. Moto already has one scroll, but the rest are owned by Prince Chung and his mother, who consider it a sacred duty to their ancestors to protect the scrolls and the secret of the Khan's tomb. Hitchings, son of the owner of the shipping line, falls in love with Gloria, who refuses to tell him anything about her life and disappears when they arrive in Shanghai. In San Francisco, Simon Dayton, the senior partner in a chemical company, visits famed detective James Lee Wong as Dayton fears for his life stemming from a series of unexplained events in both his personal and professional life. But before Wong can meet Dayton at his office the next morning to follow up, Dayton is found dead in his locked office, the cause eventually discovered to be by poison. Captain Sam Street with the SFPD leads the investigation. The primary suspect is Carl Roemer, the scientist who developed the poison which he accused Dayton of stealing from him as he was never paid for the formula. One of the initial questions is how Dayton was poisoned behind the locked doors of his office. While Street takes the path of least resistance in the investigation in believing Roemer the obvious killer based solely on circumstantial evidence, more thoughtful Wong takes a broader approach in trying not only to discover other suspects, but how whoever the killer was able to administer the poison. Two of those other primary suspects are Dayton's partners, Theodore Meisle and Christian Wilk, who stand to profit substantially from Dayton's death, in addition to Dayton, Meisle and Wilk's many employees and associates. Adding to the investigation is Street's sometime girlfriend, Myra Ross, who nonetheless respects Wong's take on the investigation more than Street's in looking out for the proverbial little guy. Edwards, a rich man who knows a curse was placed on the Eye by the Emperor Hong Chong Tu as he buried it in his dead unfaithful wife's heart, expects to be murdered for receiving it. He shows Mr Wong the Eye and a death threat note. At a party, during a game of Indications, Edwards is shot, seemingly by his secretary, Peter Harrison. Charlie and son Jimmy visit an exotic Rio nightclub in the company of local police chief Suoto in order to arrest nightclub chanteuse Lola Dean, whom Charlie believes killed her paramour a year earlier in Honolulu after discovering that he was married. Rather than cause a public scene, the always discreet Chan decides to wait until she gets home. By the time the minions of the law arrive, they find the singer has been stabbed to death, her jewels stolen, and a bevy of clues seemingly planted at the crime scene. Among the suspects are the singer's companion, an ex-husband, a Dean friend along with her boyfriend, an amateur sleuth, her rich playboy fiancée, a rival for his affections, a mind-reading mystic, and, of course, the butler. Billie Bronson secretes a package in the trunk of Charlie Chan aboard a New York-bound transatlantic liner. Chan and his number one son, Lee are met at the pier by Inspector Nelson and two rival reporters, Joan Wendall and Speed Patton. Billie, having left the country hurriedly a year ago when sought as a material witness in a political scandal, has returned to blow the lid off the town. She follows the Chans to their hotel and attempts to regain her package from the trunk, only to be interrupted by Lee. She then goes to the Hottentot Club, where candid-camera night is in full progress, followed by Lee. Already present are Joan and Speed. Billie is mysteriously murdered and Charlie is summoned from a police banquet in his honor. Present in the room with the body are club manager Johnny Burke; club dancer and Burke's girl-friend Marie Collins and the two reporters. While seeking a motive for the murder, a second killing is discovered in Charlie's hotel room, the package is missing from Charlie's trunk and it is realized that it must have contained her diary.
