An enigmatic young woman has been murdered in a small California coast town. The investigation by the local sheriff uncovers a complex web of relationships centering on the victim; the scattered trail of evidence ranges from a mysterious photograph to the victim's own dog. He and a town barsweep form a plot to impersonate a well-known gunfighter so that Garner can pay off his debts and skip town before the soon to come arrival of the real gunfighter. Shubunka is the self-made head of the rackets in the sleazy boardwalk community of Neptune City, a low-rent version of Coney Island. His obsession with her, as well as his pride, clouds his judgment as Cornell, a much more ruthless hoodlum, moves in on Shubunka's territory, bribes and threatens his associates, and compromises his operation.
